Products? Do you mean like programs? if so Photoshop is the program you need. At school I have to use a pen and tablet for photoshop and its a bitch so unless you are good at drawing I would recomend staying away from a pen and tablet and stick with a mouse.

Very easy, You can use most any graphic/photo editing program, my first program was the one that came with a cheap digital camera.
Don't Be afraid of Photoshop Its very friendly. Or you can use Jasc Paint Shop(Never used it cant say).

Probably the best step is Photoshop and look on google for Photoshop tutorials. Theres a bajillion (that's a lot) websites that have tips, tutorials and forums devoted to making sigs.
I'm not all that great, but it's cool to take a tutorial and implement different ideas.
I made a few.. nothing special but it's fun. Too bad I had a hard drive snafu and I lost a bunch of sigs I made using tutorials. I only could find one.

Tank me later..
It is Adobe Photoshop. I guess the starter version will work. I have the full version 6. I would imagine that the full version will let you do more things.

The starter version is just that, a starter. Once you get a taste of it, which it seems you have a good chance of doing, you'll want the full version (not to mention the slew of custome brushes, plug-in filters, and other stuff like that).
I'm working with Photoshop CS2, but I also use Macromedia Fireworks MX 2004 quite often. The only real gripe I have with FW is that it has very limited brush support.
